In 2002, the establishment of the Timber Conservation Development Center was approved by the China Compilation Office. The purpose approved by the China Compilation Office is to protect the national forest resources and provide wood conservation alternative technical services; the main function is to be responsible for the development of wood conservation substitution industry development plans and policy measures. Review and organize the implementation of alternative demonstration projects, research and development of alternative technologies, new materials, new processes and new products for wood conservation, and organize relevant technical training and information consultation. After the establishment of the Timber Conservation Development Center, it carried out a survey of the timber conservation and substitution industry, and put forward proposals to accelerate the promotion of timber conservation and substitution, which was highly valued by the leaders and competent departments of the State Council.
In 2005, the “Circular of the State Council on Forwarding the Opinions on Accelerating the Promotion of Timber Conservation Alternatives by the Development and Reform Commission” (Guobanfa [2005] No. 58) was officially issued, and four major tasks were put forward: First, the development of efficient wood processing industry To improve the utilization efficiency of wood resources; the second is to promote wood protection technology to extend the use period of wood products; the third is to establish a waste wood recycling mechanism to achieve the recycling of wood resources; the fourth is to develop wood substitutes and optimize the structure of wood consumption. Among them, it is clearly pointed out that the non-wood materials that can be recycled are preferred in urban and rural construction, and the use of non -wood construction equipment such as steel, bamboo formwork and scaffolding is promoted . In 2010, the Timber Conservation Development Center and the China Infrastructure Leasing Contracting Association participated in the organization and promotion of a new construction engineering plastic formwork product promotion meeting in Wuhan, Hubei, which had a strong response in the industry.
